Planning Inspector to decide on Giant 79m turbine on Llan Wen, Bowdler Farm, near Knighton.

On 5th April 2013, Chris Bevan, Knighton Town Councillor, applied tp Powys County Council for a giant 79m single turbine on the same upland as the proposed Reeves Hill Wind Farm and just over one kilometer from Offa’s Dyke National Trail.

In 2012, Powys Planning Department had issued a pre-application screening opinion stating that the turbine was not likely to have a significant effect on the environment and so did not need an Environmental Impact Assessement (EIA).

On 20.6.13, Chris Bevan appealed to the Welsh Ministers of the Welsh Assembly Government against the failure of Powys County Council to make a decision within 8 weeks of the application.  This appeal means that a Planning Inspector, instead of Powys County Council, will decide the application.

The Welsh Government decided to reconsider EIA status, consulted CADW (Welsh Historic Environment Agency), and then ruled that the turbine was likely to have significant environmental effects therefore the developer must submit an EIA.

On 15.11.13, notification that the EIA had been submitted appeared in the Mid-Wales Journal, although Powys did not publish this information until 29.11.13. The Mid-Wales Journal stated that the EIA is available for view at Powys Council in Llandrindrod Wells until 11.12.13 however the EIA is not available on the internet either under the Powys reference P/2013/0411 or under the new Planning Inspectorate reference.

SHCG has contacted the Planning Inspectorate about this unreasonable public access to the EIA.  They assure us that when they have checked the EIA, the full text and all the relevant documents will be posted on the Planning Inspectorate Appeals list under their reference APP/T6850/A/13/2200418. After that date the public will have SIX WEEKS to make representations.

Chris Bevan has asked for a written proceedure rather than a public appeal but the Planning Inspectorate can opt for public appeal if they think this is justified.
